If I cancel and resubscribe, do I lose my prepaid time?

No. Resume before the period ends and nothing is lost. If you let it lapse to Free and re-subscribe later, you simply used the time you paid for and start fresh.
No, you never lose time you already paid for.
If you cancel and then change your mind, Resume before the period ends (Manage, then Renew, in the Stripe portal). The subscription continues on the same billing cycle with the same prepaid time, and the next charge is just your normal renewal. It is as if you never cancelled.
If you instead let the plan lapse to Free at the end of the period and re-subscribe later, you simply used the time you had paid for, and the new subscription starts a fresh period. There is no double charge and no wasted time either way.
The only thing that does not carry over is access during a gap: if you stay on Free for a while before re-subscribing, the Free limits apply during that gap. Your maps and data are always preserved.
