Can template purchases be refunded?

Template purchases are final by default. Refunds are manual and seller-discretionary except where law requires otherwise.
There is no self-service refund flow. If a seller chooses to issue a refund or a legal requirement applies, the Canopy team processes it manually through Stripe. See buying templates for the buyer license details.
When a refund or chargeback revokes the entitlement, access to the seller map and clones from that purchase can be removed.
